In ‘Mayor of Kingstown’ Season 3 Episode 9, Mike devises a daring plan to pit rival gangs against each other in hopes of destabilizing their power and regaining control of the chaotic streets of Kingstown.
Mike meets Aryan Brotherhood leader Merle Callahan (Richard Brake) at the hospital and tells him that the KPD is targeting Bunny Washington (Toby Bamtefa) because they know Bunny bombed the prison to kill Merle.
Mike advises Merle to take care, assuring him that the Russians will not be able to complete their business in Kingstown, and that he will handle Bunny. However, it is unlikely that Mike will actually go against Bunny; She may be lying to Merle to prevent him from retaliating.
Later, Mike visits Bunny and tells him that he will hand over Merle, but Bunny must listen to him first. Obviously, Mike is lying to Bunny, because he probably doesn’t want to kill Bunny. Instead, Mike is hatching a larger plan to pit Bunny and Merle against each other.
Mike’s tricks don’t end there. He then meets Constantine (Yorik van Wageningen) and asks him to launch an attack on Bunny’s weapons supply. Mike convinces Constantine that Bunny has betrayed him, prompting Constantine to target Bunny.
Mike outsmarts every gang leader in Kingstown, playing a dangerous game of deception to turn them against each other.

By distracting Bunny, Merle and Constantine, Mike aims to weaken their alliance and incite conflict. This subterfuge not only keeps the gang leaders busy fighting each other but also prevents them from pooling their power and targeting Mike.
Mike’s ultimate goal seems to be to regain control of Kingstown. By creating discord among the factions, he planned to dismantle their strongholds, thereby reducing their influence and re-establishing order on his terms.
However, the volatile nature of gang conflict means that any wrong move could lead to dire repercussions not only for Mike but for Kingstown. If his deception is exposed, it could unite the gang against him.

In ‘Mayor of Kingstown’ Season 3 Episode 9, Roman (Mark Ivanir) goes to collect papers for Iris’ (Emma Laird) new identity, aiming to secure her a fresh start and protect her from the dangers lurking in Kingstown. However, his mission takes a dangerous turn when he unexpectedly encounters Milo Santer (Aidan Gillen).
To Roman’s shock, Milo is not only alive, but fully aware of Roman and Constantine’s activities. The conflict quickly escalated and Milo shot Roman in the leg in a brutal show of force.
Mike doesn’t know Milo is still alive, a crucial piece of information that could dramatically change his plans. As Mike plans his complex strategy to manipulate the gang leaders and regain control of Kingstown, Milo’s reappearance threatens to turn everything upside down.
If Milo takes action, it could throw Mike’s carefully laid plans into disarray. For example, Milo can disrupt the delicate balance of power between the gang leaders, undermining Mike’s efforts to turn them against each other.

The fact that Milo is alive and active behind the scenes means Mike has the potential to exploit weaknesses in his strategy. He can reveal Mike’s deception to the gang leaders, turning them against Mike and rallying them under Milo’s influence instead.
By attacking those close to Mike, Milo can further destabilize his efforts and force him into a defensive position, struggling to protect his allies while maintaining order in Kingstown.
Milo could possibly form an alliance with Bunny, using their combined influence and resources to target Constantine and Merle. Constantin and Merle may be tortured both physically and mentally in this collaboration.
Milo may also try to kill Iris in order to strike a devastating blow against Mike and Constantine. If Milo succeeds in targeting Iris, it will break Mike emotionally and disrupt his strategic plans.
